The ‘Make in India’ campaign was launched to facilitate investment, foster innovation, enhance skill development, protect intellectual property & build best in class manufacturing infrastructure in 25 sectors of the economy by providing the high quality standards and minimizing the impact on the environment. Maharashtra is a state in the western region of India . India’s second-most populous state and third-largest state by area. It has a long coastline stretching nearly 720 Kms. along the Arabian Sea. MAHARASHTRA PROVIDES IDEAL INDUSTRIAL INFRASTRUCTURE

Maharashtra is the backbone of Indian economy. If India   grows at 8 percent than astonishingly Maharashtra growth would be at least 10 percent as it is gravitational centre of the country. One of the factors that has made the state’s position so powerful is its strong infrastructure, an ideal destination for setting up of industries.  Captive power plants, water supply, roads, waste management, drainage and effluent treatment at a very nominal rate is assured by the state government body resulting in multiple returns. It has 36 districts divided into six revenue divisions. Maharashtra’s infrastructure sector has grown significantly over the last decade, with a substantial rise in the number of industrial clusters and public-private partnership (PPP) projects.

The key highlights of the infrastructure are as under:-

Transportation:  Industries in Maharashtra enjoy all the three modes of transportation i.e. Air, Surface and Water.

• Three International and seven domestic airports.
• Two majors Ports (MBPT & JNPT) and 53 minor ports. Jawaharlal Nehru Port Trust is the largest port in India in terms of container traffic.
• 18 national highways and 5,984 Kms. railway network.
• DMIC (Delhi – Mumbai Industrial Corridor) covering following states: UP, Delhi, Haryana, Rajasthan, Gujarat and Maharashtra. The terminals are Tughlakabad and Dadri in the National Capital Region of Delhi and Jawaharlal Nehru Port (JNPT) of Mumbai.

Communication:The communication network has improved leaps and bounds in the country during last decade. Vodafone, Airtel, BSNL, Reliance communications, Reliance Jio, Aircel, MTS India, Tata India , Indicom Idea, Cellular And Tata Docomo are the service providers in Maharashtra for broadband and voice telephony. Maharashtra has the highest share of the internet market at 18.8%. Most of the industrial areas in Maharashtra have the broadband facilities.

Water: Water is the base of human existence; same is the case with industries. MIDC (Maharashtra Industrial Corporation) meets the requirement of industries with 69 scheme, 5 dams, 7877 HP pump system & 2864 Kms. length pipelines at the nominal cost of Rs. 7 per 1,000 litre water. All industries under MIDC have been provided with piped water unless the water consumption of the industry is too high. Large Industries having high consumption of water are also encouraged in the areas which are close to the source of water. Industries set up in the free hold industrial zone adjacent to MIDC are also provided with piped water by MIDC depending upon the availability.

Power / Electricity: Uninterrupted power supply is the back bone of any industry. The availability of power is quite satisfactory for industries in Maharashtra as compare to other states in India.  The power generation portfolio involves thermal, hydel & gas stations along with solar power plant there no power scarcity. Mahagenco (Maharashtra State Power Generation Company Limited) has the highest overall generation capacity and the highest thermal installed capacity amongst all the state power generation utilities in India.  Industries in the designated A, B, and C areas—which comprise the core of Maharashtra’s manufacturing, the base tariff for high tension and low tension industrial consumers in these regions is Rs. 8.23 and Rs. 9.31 per unit respectively. MSEDCL provides power connection to the new industries. The power connection to new industries in MIDC area is assured.  There is no power cut for the industries situated in MIDC area except for schedule shut down once a week.

Waste Management & Effluent Disposition:The MIDC has made its own arrangements for treatment of effluent. There is no direct or indirect discharge of effluent in the water bodies. Out of 571 effluent generating industries, major units are textile, chemical and bulk drugs, pharmaceuticals, dyes, pesticides etc. The partly treated effluent of the SSI units and fully treated Effluent of MSI/ LSI units is carried through MIDC closed pipe line to Common Effluent Treatment Plant (CETP). To keep a check on the effluents and the waste produced, MPCB (Maharashtra Pollution Control Board) has laid down various guidelines on the various pollution control norms of the industries. MPCB also issues the consent to establish and operate under various categories i.e. Red, Orange, Green and White. The state of Maharashtra has:-

• 18 operational CETPs and 4 are under construction. Together the capacity of these treatment plants is ~258 MLD.
• The state has 4 CHWTPs at Taloja, TTC, Ranjangaon and Butibori, which is one of the highest in the country. Another 13 CHWTPs have been planned. The aggregate capacity of these plants is 250,000 MT per annum.
• There is 1 operational STP at Hinjewadi with a capacity of 4 MLD, while another 1 is under construction at Waluj of same capacity and 2 more have been planned.
• All the air polluting industries are required to be provided with emission control systems such as Scrubbers, Wet scrubbers, Dust collectors and stacks of sufficient height. MPCB has been monitoring air emission of the industries
• Mumbai Waste Management (MWM) is providing the membership to the industry and collecting solid waste from the industries. Some industries generate hazardous waste from their process. Common Hazardous Waste Treatment Storage and Disposal Facility (CHWTSDF) takes care of the disposal of the Hazardous Waste. The hazardous waste from the industries is discharged at the facility by either direct landfill (DFL) or landfill after treatment (LAT) as required.

Labour:Being India’s second densely populated state, catering world’s best of the university, Head offices of major MNCs are some of the reasons that have resulted in availability of  Managerial, skilled and Semi- skilled manpower making it an ideal destination for knowledge based and manufacturing sectors. The unskilled industrial labour is also easily available through the local villages around Industrial Township. The state is one of the most industry-friendly states with one of the lowest labour disputes which is the backbone of industrial sector in Maharashtra. The Government of Maharashtra has fixed the minimum wage for each industrial area.

CLASSIFICATION OF INDUSTRIAL LAND IN MAHARASHTRA

The Government of Maharashtra has earmarked various industrial zones for setting up the industries. The Government of Maharashtra through Maharashtra Industrial Development Corporation (MIDC) acquires the land and gives it on lease for 95 yrs to the Industries. The industries are allowed to be set up on:-

• Freehold Industrial Land
• Lease Hold MIDC Land

Free Hold Industrial Land:

Any company / firm / individual can procure the free hold land in the industrial zone and set up the industry after obtaining requisite permits, consents and licenses.

Lease Hold MIDC Land:

To achieve balanced industrial development of Maharashtra with an emphasis on developing parts and underdeveloped parts of the State, Maharashtra Industrial Development Corporation (MIDC) came into being. It is the nodal agency for developing industrial Infrastructure of each and every district of Maharashtra and facilitate entrepreneurs in setting up industries at various locations. The role includes:-

• Acquisition and disposal of land
• Provision of infrastructure facilities
• Providing various services.

MIDC acquires private land from the farmers by paying them the compensation, does the development and lease it out to the industrialists for 95 years  Also the Corporation constructs built-up accommodations like Sheds and Flatted units and sell them out to the prospective industrialists together with the land there under ‘on lease basis’.  The Corporation takes care of infrastructure facilities like Roads, Streetlight, Drainage, Water Supply schemes and Buildings. The Corporation meets the expenditure on such works (facilities) generally from the premium lease money received by it from the allottees. We recommend MIDC land if the land requirement is not very large. Chemical / Pharmaceutical and other Industries fall in Red category should always plan their industries in MIDC only.

Electronics Sector:

Textile Sector:

This sector is the largest employment sector in the state. It has the largest cultivation for cotton. . More than 2000 industries with the fixed capital of $ 2.5 Billion are in the state. Of the 2.5 million power looms working in India, Maharashtra has more than 50% of them, comprising those running in Bhiwandi, Malegaon, Ichalkaranji, Sholapur, Nagpur and other textile clusters. There are in total 14 textile parks.

According to new textile policy 2011-2017, capital subsidy will be given to self-financing textile projects — spinning mills, cotton ginning, processing and printing units, which will get 35% capital subsidy, technical textiles and composite units, which will be given 30% capital subsidy, and power loom and other textile related units, which will get 25% capital subsidy. The upcoming textile units in North Maharashtra, Marathwada  and Vidarbha can avail additional subsidy of 10%. Furthermore, the government will provide the capital subsidy in the above listed sector for the machineries which fulfil the Technology Up gradation Fund Scheme (TUFS) criteria of the Centre.

Pharmaceutical Sector:

The sector is the key exporter from the state. It has the highest number of US FDA approved plants in India & highest number of Pharma units despite tax holidays granted by other states and houses the country’s leading Pharma companies. Maharashtra contributed 20 percent to India’s pharmaceutical output of 2.66 Billion USD in 2013.

Maharashtra is among India’s leading states to house one of the highest number of chemical factories and production. The state accounts for nearly 17 percent of chemical production in the country.  It   houses about 16 % of the total number of chemical industries and about 17 % of chemical production in India. According to government statistics, roughly 60% of India’s defence requirements are met through imports.  The Government of India is not only trying to cut down the imports in the defence sector under ‘Make in India’ initiative but also developing India to emerge as a global platform for defence research, manufacturing, supply chain sourcing, software development, and offsets, which will strengthen our defence capabilities and spur industrial development as well as exports in this sector. Maharashtra occupies a significant share of 30.49 per cent of the industrial output of India’s Machinery and Equipment manufacturing in the Defence Sector and 16.36 per cent of Basic Metal and Fabricated Metal products. Thus there is a very good scope for the industrialists who are making new entry or planning to expand under the defence sector.

• IT / ITeS units, including IT Hardware and Telecom Hardware manufacturing units will be entitled to Stamp Duty exemption. All the IT / ITES units operating from registered IT park or notified IT SEZ, which have a Green Building Certification, will be exempted from obtaining consent of the MPCB.
• ITeS units, except IT hardware and Telecom Hardware Manufacturing Units, all other IT and ITeS industries are allowed to be set up in residential and no-development Zones.
• The River Regulation Zone (RRZ) policy of state will not be applicable to IT/ITES units.

Automobiles Sector:

It is the leading market industry with the market share of 21% in India. Maharashtra accounts for approximately 38.0 percent of the country’s output of automobiles by value.

Eight Specialized Food Parks with facilities like cold storage, warehousing, advanced packaging, tera packaging & food testing laboratory. SEZs IN MAHARASHTRA

The Government of Maharashtra has adopted the SEZ Policy for developing Special Economic Zones in the state. The SEZs, earmarked as duty-free enclaves, have a relaxed and business friendly policy regime, aimed at promoting rapid industrial development and employment generation.

The approved policy regime includes:-

·        Exemption of all state and local taxes and levies for transactions with the SEZ and for supply from domestic tariff areas to the SEZ

·        Exemption from stamp duty and registration fees

·        Grant of labour and environment related permits and approvals through a dedicated single window mechanism

·        Permission to generate electricity for own consumption

·        Expeditious process for land acquisition to set up SEZs

SEZ policy of Maharashtra provides attractive incentives as follows:

·        Hundred per cent exemption from Stamp Duty and Registration Fees

·        Permission for Captive Power Generation.

Micro, Small and Medium Enterprise Policy highlights

Government is planning to initiate measures for availability of cheap and timely finance, technology up-gradation, up gradation of skill sets of those employed in MSME enterprises and marketing.

·        Setting up of a special institution for the SMEs

·        New small scale industries are eligible for capital subsidy

·        Special capital incentives (grants) are offered for setting up Small-scale industries in backward units

·        Interest subsidy is also offered to new textile, hosiery and knitwear SSI units

·        Incentives to promote quality competitiveness, research and development and technology up-gradation.

CHECK OF INDUSTRIAL POLLUTION

Government of Maharashtra has formed Maharashtra Pollution Control Board (MPCB) which functions under the administrative control of Environment Department of the Government of Maharashtra for implementation of a range of environmental legislation in the state. The MPCB also inspects sewage or trade effluent treatment and disposal facilities, and air pollution control systems and review plans, specification or any other data relating to the treatment plants, disposal systems and air pollution control systems in connection with the consent granted, Supporting and encouraging the developments in the fields of pollution control, waste recycle reuse, eco-friendly practices etc. are other areas of work which the board does. The Companies / Firms planning to set up the industrial units in Maharashtra are required to take the consent to establish and consent to operate from MPCB.

Big projects and the projects which fall under Red category where synthesis is involved are also required to take an Environmental Clearance (EC) in addition to MPCB consent before the development is carried out.

The Government of Maharashtra has redefined the process for issuance of MPCB Consent and EC to avoid any delay.

SAFETY AND HEALTH OF EMPLOYEES
The Government of Maharashtra in not only concerned about setting up the industries in the state but it is equally concerned about the safety and health of the workers employed in the industries.  The Government of Maharashtra has formed Directorate of Industries Safety and Health to ensure safety, health, welfare and favourable working conditions of workers working in factories by effectively enforcing the provisions of the Factories Act, Workers Act and other labour legislations. It is also to ensure the protection of rights of workers and to redress their grievances.   The department supervises and advises in eliminating unsafe condition, actions and situations. It also wants to keep constant watch on factories dealing with hazardous chemicals by way of regularly sampling and carrying out medical check-up for workers employed in such processes. The department has the objective of preventing any major industrial disaster with help of disaster control plans already prepared for areas having more concentration of hazardous industries, also to promote the concept of mutual aid system which would be useful especially to small-scale industries. It is also the objective of the department to Act as a Friend, Philosopher and Guide to one and all in creating safe working conditions. DISH issues the Factory License to the industries across the state of Maharashtra. The Government of Maharashtra has simplified the process for issuance of the Factory License to make it hassle free and to reduce the time delay.
