State Women Entrepreneurs Policy – 2017

Maharashtra, a state of opportunity and growth has being the strongest player in the states race for perfection and economic contribution. The state government has been introducing and launching various incentives and growth policies. Maharashtra has become the First State to unveil a dedicated Industrial Policy for the Women Entrepreneurs to promote growth and employment of the female sector in the society. This article highlights the Salient Features of Maharashtra State Women Entrepreneurs Policy – 2017.

Salient Features of Maharashtra State Women Entrepreneurs Policy – 2017

Maharashtra is India’s most industrialised state, it has a poor women participation rate of 9 % in the MSME sector. The policy aims at increasing the percentage minimum upto 20% in the coming years. For the first time the government has extended a capital grant incentive to an industry segment.

The eligibility criteria for getting the benefit under the policy is: Woman/Women shall be a promoter/ 100 % stakeholders of the establishment (Proprietary, Partnership, Private or Public Limited Company, Cooperative Society, Self Help Group) along with minimum 50% of Women Employees who are seeking for the benefits under the policy. Some of Salient Features of Maharashtra State Women Entrepreneurs Policy – 2017 are as under:

Benefits New and Expansion MSME Units
Capital Subsidy Between 15% to 30% of Fixed Capital Investment with a Limit up to Rs. 1 Cr. depending on the Location of the Unit.
Power Subsidy Rs. 2 Per Unit for the units  located in Vidharbha, Marathwada,  Ratnagiri & Sindhudurg in Konkan region, and Northern Maharashtra and Rs.1.00 per unit for the units in other areas of the State for a period of 5 years from the date of production.
Interest Subsidy 5% per annum interest paid to the banks and public financial institutions on the amount of term loans taken for acquisition of fixed assets.
Workforce Welfare Assistance  50% Refund of EPF/ESI paid towards women employment  for the period of 5 years.
Brand Development 50% of cost of brand development limited to a maximum of Rs.1.00 Cr.
Assistance for participation 

in Exhibitions

To participants: 75% of stall rentals – limited to Rs 0.50 lac for domestic and Rs.3.00 lacs for international exhibitions. 

To Woman/en organisers: up to 50% of cost limited to a maximum of Rs.10 lacs.

Other Benefits

Incubation 30% space reserved for the women entrepreneur in the 

Incubation Centres promoted by the State.

Awards women-centric enterprises will be awarded every year.
Venture Fund Rs. 50 Cr special venture fund for Women & Child Development Department.
  

Skill Development

 

Training assistance of Rs.3000/- per women employee per year for the initial 3 years of the unit from the date of commencement of commercial production. 

The assistance will be linked to “Late Pramod Mahajan Skill Development Scheme”.

Additional fiscal benefits under 

Package Scheme of Incentive-2013

Incentives of C zone will be applicable to industries located in A & B zones. 

Incentives of D+ zone will be applicable to industries located

in C & D zones.

Incentives of Naxal Affected Areas will be applicable to industries located in D+ and No Industry District zones.

Note : For expansion/diversification the incentives will be restricted to 75% of ceiling limit stipulated by policy and number of years will be reduced by 1 year.
