One of the factors that distinguish between Developed and an Underdeveloped Country is the country’s Economic Structure. Developed Countries are primarily Industrial Economies and Underdeveloped are predominantly agriculture driven. India is in its developing economy stage where Industrialization has started in early Sixties. Maharashtra is one such state which has been a major contributors in the Economic Development of India. The state being a backbone of Indian economy has established an independent body called as Maharashtra Industrial Development Corporation (MIDC) which has set up many Industrial Areas across Maharashtra to facilitate industrialization by providing requisite industrial infrastructure. One of the oldest, fully developed & preferred Industrial area of MIDC is Trans Thane Creek Industrial Area (TTC Industrial Area ) in Navi Mumbai, Thane District. The Industrial Belt is mainly comprising of IT/ ITES & Manufacturing Industries. This article highlights the salient features of TTC Industrial Area.

About Industrial Clusters of TTC Industrial Area

TTC Industrial Area falls under “A” category Industrial classification of MIDC. The Industrial Area has both Leasehold and Freehold Industrial Land with the total land admeasuring about 2333 Hect with around 5000 plots under various category. There are no incentives applicable for the industries under PSI Scheme since it falls under “A” category. The Industrial Area has been divided into following clusters and dominating Industrial Activity in each cluster is as under:

TTC Industrial Area has both Leasehold and Freehold Industrial Land. Leasehold is granted by Maharashtra Industrial Development Corporation (MIDC) on perpetual lease basis for a tenure of 95 Years. The corporation charges INR 1 per annum as Rental from the Lessor irrespective of the size of the plot. The leasehold property can be sublet and the Leasehold Rights can be transferred with prior permission of MIDC and there is a well defined process of MIDC for transferring the Leasehold Rights.

Availability of Plots with MIDC for Direct Allotment:

Since the TTC Industrial Area was developed way back in 1965, therefore the MIDC has exhausted its entire land inventory and plots are no more being allotted through direct allotment or auction. However, the MIDC Plots are available in resale in the secondary market.

MIDC Industrial Land Rates:

The Official MIDC Industrial Land Rate is INR 25,108 PSM (Plus the Road width charges which are applicable from 5 to 15% depending upon the width of the road). However, the market rated range between INR 60,000 to 80,000 PSM depending upon the size of plot and location. The Ready Reckoner Rate is INR 22,000 PSM on which the stamp duty is payable.

  1. FSI–As per the current DCR dated 13th July 2023. The Permissible FSI for all types of plots (viz. Industrial, commercial or residential) is 1:1. Additional FSI is available depending on the Road Width in front of the Plot which is as under:-

  4. Industrial Infrastructure:

    Power –: The three sub stations in TTC Industrial Area are as under: Kalwa – 400 KVA, Mahape – 220 /22 KVA, Rabale – 100 KVA Nerul – 220/22 KVA. The power rates is Rs. 7.5/- Per Unit.
    Water–: Water is available through Barvi Dam. Daily 50 MLD water is supplied to TTC Industrial Area. . Water charges are Rs. 22.5/- Per cubic meter. (Per 1000 Liters).
    Internal Road-:The area is connected internally by multiple lane approach roads and has underground services like storm water collection, effluent collection, water supply etc. The Industrial area has well maintained wide concrete roads to facilitate the container movement.
    Telecommunication and Internet–: All the major service providers are available (Tata Telecommunication, Vodafone, Jio, BSNL and Airtel)
    Fire Station Services-: Available
    Natural Gas Pipeline-: Available and the Service Providers are HPCL, BPCL, MGPL. The Gas rate is Approx INR 40 – 45/- Per Cubic Meter.

  5. Availability of Manpower :Skilled, Semi-Skilled & Unskilled manpower is easily available.
  6. Transportation of Goods :Heavy Trucks, Trailors and Containers are easily available.
  7. Availability of Residential Accommodation :The Industrial Belt is located in the Heart of Navi Mumbai therefore good number of residential accommodation is available for each category of personal.
  8. Hotels and Restaurants: Navi Mumbai have good number of 4 and 5 Star Hotels.
  9. Effluent Disposition:

    Trade Effluent: CEPT with the capacity of 27 MLD is available in Koper khairne where the association is providing membership. However, the Industries have to work under ZLD (Zero Liquid Discharge) modal.

    Domestic Effluent: The industries shall build septic tank followed by soak pit for the treatment of domestic effluent.

    Air Emission: Scrubbers, Wet Scrubbers, Dust collectors and stacks of sufficient height is must for the Industries emitting gases.

    Hazardous Waste Disposal: Mumbai Waste Management (MWM) membership is easily available for disposal of solid and hazardous waste.

    MPCB Consent & Environmental Clearance:

    Every Industrial Activity requires MPCB Clearance at different stages (Establish, Operate and Renewal). The department is not giving permission for the Red Category Chemical Industries. Environmental Clearance is a must for the Tall IT Towers, Commercial Building as well as Residential Projects in the Belt. Environmental Clearance subject to meeting the laid down norms by Central Pollution Control Board & State Pollution Control Board.
