The revised policy underlines the Corporation’s proactive approach to acknowledging and addressing challenges such as the COVID-19 pandemic, global economic recession, and other uncontrollable factors. Notable inclusions in the revised policy are:
- Minimum Basic Facilities:
Entrepreneurs facing delays in land development due to the Corporation’s inability to provide essential infrastructure—such as access roads, electricity, and water supply for industries heavily dependent on water—can now apply for an extension. - Possession Challenges:
In cases where the Corporation is unable to hand over a burden-free plot, extensions may be granted.
If the original landholder obstructs access and development of the allotted plot, certified by the regional officer and confirmed by the Deputy Chief Executive Officer, an extension will be considered. - Government Possession:
Delays due to possession of land by other government departments are now recognized as valid grounds for extension. - Natural Disasters:
Floods, storms, earthquakes, and other natural disasters necessitating certification from competent authorities are included as valid reasons. - Policy Impacts:
Adverse effects of changes in state or central government policies on industry operations qualify for consideration. - Legal and Environmental Delays:
Special directions, stay orders, or status quo orders issued by courts or the National Green Tribunal affecting development timelines will be accommodated.
Delays in receiving environmental clearance despite timely and complete applications, with prompt error rectification, will be considered. - Critical Illness:
Entrepreneurs or their family members affected by critical illnesses, as per definitions in various Corporation circulars and government resolutions, are eligible for an extension.
Entrepreneurs seeking extensions due to these conditions must obtain prior approval from the Hon’ble Chief Executive Officer. Approved applications will receive a free-of-cost extension period, ensuring uninterrupted development progress.
