Delegation of Power MIDC

The MIDC allots plots as per the MIDC Disposal of Land Regulations, 1975. The guidelines for delegation of powers for allotment, transfer etc. of plot/shed/galas are amended from time to time..

As per MIDC Circular nos. P160713, dated 01/01/2025, P163772, dated 10/01/2025 and P417902, dated 08/04/2025, the guidelines for delegation of powers have been revised and delegated as under: –

7. Allotment of Amenity and plots at concessional rate as per circulars dated 09/02/2010, 15/03/2024 and 13/08/2024. Jt. Chief Executive Officer
8.   Allotment of Plot under PAP / Handicap category:  
      a.   Allotment of plot up to 100 Sq. Mtrs. under PAP / Handicap category and allotment of 15% land to PAP (Excluding MMR and PMR region). Regional Officer  
  b. Allotment of plot up to 100 Sq. Mtrs. under PAP / Handicap category and allotment of 15% land to PAP in MMR and PMR region. Dy. Chief Executive Officer
c. Allotment of plot to JVC / Partnership firm formed by group of PAP peoples. Dy. Chief Executive Officer
9. Allotment of all types of plots under priority category   Land Allotment committee headed by Chief Executive Officer  
10. Allotment of plots / shed / galas by E-Bidding (Industrial, Residential, Commercial, built up galas in IT / BT park, Plug and play galas etc.)
  a. Direct allotment of Plots through Online process The Regional Officer, through the concerned Deputy Chief Executive Officer (Dy. CEO), should invite online applications with the approval of the Chief Executive Officer (CEO). After the technical scrutiny of the received applications, the proposal with disqualified applications should be approved by the Chief Executive Officer (CEO). Furthermore, after the technical scrutiny, the commercial envelope of eligible applicants should be opened. Once the applicant with the highest bid (H1) is determined, the proposal along with the details of the received rates should be submitted to the Deputy Chief Executive Officer for approval. Based on the approval, further action regarding the allotment of plot should be carried out.
b. Allotment of Plots through E-Bidding process With the approval of the Chief Executive Officer (CEO), e-tenders should be invited through the concerned Deputy Chief Executive Officer (Dy. CEO). After the technical scrutiny of the received e-tenders, the proposal with disqualified tenders should be approved by the Chief Executive Officer (CEO). Furthermore, after the technical scrutiny, the commercial envelope of the qualified tenderers should be opened. Once the applicant with the highest bid (H1) is determined, the proposal along with the details of the received rates should be submitted to the Deputy Chief Executive Officer (Dy. CEO) for approval. Based on the approval, further action regarding allotment of plot should be carried out.
11. Allotment of land for Tree Plantation/ Gardening/ Beautification purpose:
  a. Area up to 8,000 Sq. Mtrs (Excluding MMR and PMR region). Regional Officer
b. Area from 8,001 Sq. Mtrs to 20,000 Sq. Mtrs Dy. Chief Executive Officer
c. Area up to 20,000 Sq. Mtrs. in MMR and PMR region and area over and above 20,001 Sq. Mtrs. in other industrial areas. Jt. Chief Executive Officer
e. Area over and above 20,001 Sq. Mtrs. in MMR and PMR region Chief Executive Officer
12. Approving the proposal for transfer of Plot / Shed / Gala with changes in production activity: Except the BT and IT if the activity is being changed to RED category as per MPCB guidelines or change of product in RED category then after taking the opinion of Dy. Chief Executive Officer (Environment) and approval of Jt. Chief Executive Officer the transfer permission will be given as follows:
    Transfer of Plot / Shed / Gala with changes in production activity (Excluding MMR and PMR region).  
a. Area up to 8,000 Sq. Mtrs Regional Officer
b. Area from 8,001 Sq. Mtrs to 20,000 Sq. Mtrs Dy. Chief Executive Officer
C. Area over and above 20,001 Sq. Mtrs. Jt. Chief Executive Officer
Transfer of Plot / Shed / Gala with changes in production activity in MMR and PMR region.  
a. Area up to 4,000 Sq. Mtrs Regional Officer
b. Area from 4,001 Sq. Mtrs to 8,000 Sq. Mtrs Dy. Chief Executive Officer
c. Area from 8,001 Sq. Mtrs to 20,000 Sq. Mtrs Jt. Chief Executive Officer
d. Area over and above 20,001 Sq. Mtrs. Chief Executive Officer
